哈佛学院的毕业生（萨玛兼优异），牛津大学（作为罗德学者）和耶鲁大学法学院，目前是斯坦福大学胡佛学院的来访研究员，也是乔治·梅森大学（George Mason University）国家安全研究所的杰出研究员。A prolific scholar, he is the author of the books “China Looks at the West: Identity, Global Ambitions, and the Future of Sino-American Relations" (2015); “The Mind of Empire: China’s History and Modern Foreign Relations" (2010); and “The Admirals’ Advantage: U.S. Navy Operational Intelligence in World War II and the Cold War” (2005), as well as a great many articles and monographs. He is a member of the Council on Foreign Relations, the Royal Institute of International Affairs, and the American Society of International Law.
